A LOGISTICAL GUIDE FOR THE CONFERENCE

 

1.0 ABOUT 5TH ANNUAL DEVOLUTION CONFERENCE

The 5th annual devolution conference is themed “sustainable, productive, effective and efficient government for results”.


The conference shall enable County Governments to assess their achievements and assess economic, social and political development. It shall provide an opportunity to share challenges and forge a way forward to ensure that devolution is a success.


The conference shall provide a platform for County Governments to collectively reflect on the key milestones including progress made, success and opportunities

2.0 OVERALL OBJECTIVES OF THE 5TH ANNUAL DEVOLUTION CONFERENCE
Key conference objectives include:

1. To provide a forum for collaboration, cooperation and consultation in all matters related to devolution;

2. To share experiences, challenges and lessons learnt in the last four (4) years and set clear targets for devolution for the next five (5) years;

3. To celebrate the successes of devolution; and

4. Provide a platform for participants to identify opportunities for partnership

3.0 WHO ARE THE EXPECTED DELEGATES TO THE CONFERENCE

The Conference targets about 6,000 delegates comprising of Governors and Deputy Governors, CECs, Senators, Cabinet Secretaries, Members of Parliament, Members of County Assemblies, Private Sector, Media, Development Partners, Civil Society Organizations, Academia, International delegates among others .

4.0 VENUE OF THE CONFERENCE

The 5th Annual Devolution Conference will be held at Kakamega High School in Kakamega County.

The facility which is situated 2km from Kakamega Town, is most appropriate due to the ample grounds and the fact that it’s located 500 M from the earmarked parking/registration area which will be the Amalemba primary school.

5.0 WEATHER AND CLIMATE

DAY- Mostly cloudy with light rain. Highs around 27°C (80°F). Chance of precipitation near 95%. Precipitation amounts between 6.35 and 12.7 mm (one quarter and one half of an inch) expected during the period.

NIGHT- Mostly cloudy with light showers. Low around 15°C (60°F). Chance of precipitation near 70%. Precipitation amounts between 6.35 and 12.7 mm (one quarter and one half of an inch) expected during the period.

Most rains fall between March, April and May and during the short rainy season in November and December.

Due to the rains, participants are encouraged to carry warm clothing for both during the day and at night.

By Air:
The nearest airports from the Conference venue are Kisumu International Airport and Eldoret International Airport. The International guests are advised to book and connect flights from Jomo Kenyatta International Airport (JKIA) to Kisumu International Airport or Eldoret International Airport.

6.0 ACCOMMODATION - WHERE TO STAY DURING THE 5TH DEVOLUTION CONFERENCE

Delegates can check online for available hotels within the Kakamega, Kisumu, Vihiga and Bungoma Counties.

7.0 CURRENCY

The current exchange rate for 1US dollar is equivalent to 102 KES

8.0 REGISTRATION OF DELEGATES

Online Registration -The registration for the fifth Annual devolution is done online.

1. To register kindly visit the dedicated devolution conference website www.devolution.cog.go.ke

2. On the devolution conference website, click on the registration Menu Item.

3. Click on the Register as a Delegate' Button at the middle of the page.

4. Enter the required details as per the available fields.

5. Upload your most recent Digital Passport photo.

6. Select the sector you are interested to participate in.

7. Sign up and proceed to payment.

8. For MPESA payments, an account number will be auto generated for you to pay.

9. For BANK payments, you can deposit the amount indicated on the payment window to the stipulated bank account.

10. Conference badges will be collected on the 23rd of April 2018 from 8:00 AM at Amalemba Primary school.

9.0 EXHIBITION BOOTHS BOOKING

Objectives of the exhibition

The exhibition is aimed at achieving the following objectives:

1. To showcase best practices and innovations within sectors.

2. To promote knowledge sharing and learning amongst various sector practitioners, County Governments and the public.

3. Facilitate Communication of the various products and emerging trends
Approach

A total of 150 booths have been secured and an online platform created to enable interested stakeholders to book their preferred booths at a cost of 50,000 Ksh. Per booth.

Allocation

The Conference will have a total of 150 booths which will be allocated on a first come, first serve basis through online registration

The allocation of the booths will be done in advance to reduce last minute scramble for the booths. Two exhibitors will be allowed per booth to be in charge of the exhibition.

The site plan (layout) for the exhibition has been developed and can be accessed online at www.devolution.cog.go.ke

The booths measure 3X3m, will have electricity socket as well as 2 chairs and a table.
How to Book an Exhibition Booth

1. To book an exhibition booth kindly visit the dedicated devolution conference website www.devolution.cog.go.ke

2. On the devolution conference website, click on the registration Menu Item.

3. Click on the 'Book as an exhibition slot' Button at the middle of the page.

4. On the devolution conference website, click on the registration Menu Item.

5. Click on the 'Book an exhibition booth' Button at the middle of the page.

6. Enter the required details as per the available fields.

7. Upload your most recent Digital Passport photo.

8. Sign up and proceed to View Expo Slots Page.

9. You will see a layout map of the stalls.

10. Click on an exhibit of number of your choice that is red in colour.

11. On Your Right-hand side, the stall that you have selected will automatically appear with the total Payable amount

12. Click on the Proceed to payment button.

13. If you have not logged in/ registered, you will be prompted to login / register. Otherwise, you can proceed to make the payments

14. For MPESA payments, you can only select one stall and make its payments. Note that; the maximum limit for an Mpesa transaction is KSh. 70, 000.

15. For BANK payments, you can deposit the amount indicated on the payment window to the stipulated bank account.

16. For Bank Payments, scan and upload the bank slip as indicated on the online payment

window or indicate the company name and the slot number you have paid on the bank Receipt and submit the receipt at the Council of Governors Secretariat Offices at Delta corner, waiyaki way in Westlands Nairobi.

The Set Up
1. All exhibitors who have paid will be assigned a booth with their organizations name.
2. Designated Secretariat will be on the ground to assist you.
3. All Exhibitors can begin to decorate their stands on the morning of 23rd April 2018 and collect their accreditation from the Conference Secretariat.
4. The official times of the Expo will be from 9. 00 a.m to 6.00 pm.

The Exhibition Booths

The booths that are offered standard and cannot be altered. The Standard dimensions are 3m2 by 3m2 or 10 by 10ft. The heights of the booths are 2m and 1/2m high.

Exhibitors will be provided with one (1) table, 2 chairs and one (1) power point.

Exhibitors are allowed to bring a screen for their booth.

Exhibitors will cater for cost of decorating their booth.

All exhibitors will be provided with accreditation at the registration desk for identification purposes.

The exhibition booth will be manned by a maximum of 2 people only.

The two-people manning the booths are entitled to 10 o’clock and 4 o’clock teas as well as lunches from the Exhibitors’ lunch tent.

The two stewards of the booth must be registered online by their respective organizations.

The Official Opening day of the conference will be on 24th April, 2018.

Exhibitors are expected to decorate their tents on 23rd April 2018. This will be done between 9am and 5pm of the same day.

Set down will be on 27th April 2018. The Secretariat will not be liable for any loss or damage of equipment after the 26th April 2018.

Payment

The booth will be free of charge for all sponsors.

Non-sponsors will be charged Kshs. 50,000/= for a booth for the 3 days of the Expo.

Deadline for registration and Exhibition Booths Booking is 19th April 2018.

10.0 SECURITY

Security personnel will patrol the entire conference facility throughout the days of the conference.

All participants will be screened.

There will be ushers to assist with logistics at the event.

Delegates are expected to provide their Identification card (Local Delegates) or Passport (International Delegates) on request prior to accessing the venue.

There will be busses ferrying delegates from the conference site after 6pm

11.0 HEALTH & SAFETY

The Conference secretariat has organized for ambulances and fire engines that will be stationed at selected areas within the conference venue. Kindly note the ambulances will only cater for minor medical cases and emergency evacuations will be facilitated where necessary. However, delegates will cater for their medical bills if hospitalized.
